Teen drivers and provisional licenses: traffic school rules
Two state rules give a direct answer on traffic school for learner, permit or provisional license holders: Texas allows it and West Virginia does not. The other rules we read say nothing, so the checker asks you to confirm with your court. In several states young drivers also reach a suspension sooner.

Two states answer the question directly
Texas opens its driving safety course dismissal to learner and provisional license holders; the statute allows permits. The other conditions still apply, such as one course in 12 months and the request by the answer date. Source: Texas Code of Criminal Procedure, chapter 45A, checked October 2026.
West Virginia limits its defensive driving course, which takes points off, to drivers 18 or older or holding a full level three license. Source: West Virginia rule 91CSR5, checked October 2026.
Age limits in other rules
- Utah opens Deferred Traffic Prosecution only to drivers 21 or older with a Utah license.
- Alaska asks drivers under 21 to take a nationally certified course designed for their age before it takes points off.
- Maryland has no course you can choose, and assigns its Driver Improvement Program after a moving violation on a provisional license.
- Connecticut requires its Operator Retraining Program after two moving violations for drivers 24 or younger, against three for drivers 25 or older.

What the checker answers for a learner or provisional license
Pick "Learner, permit or provisional" as the license on the checker. Where the rule is open to those licenses, the answer counts that as a pass. Where it is closed, the answer is Not eligible. Everywhere else the rule is not published, so the answer carries Confirm with your court. The checker does not ask your age, so Utah's 21 year floor shows in the rule text, and the answer there asks you to confirm.

Young drivers reach a suspension sooner
Several point tables set a lower limit for young drivers. A ticket that carries few points for an adult can count for more against that limit.
| State | Young drivers | Other drivers |
|---|---|---|
| Colorado | Under 18: more than 5 points in 12 months, or more than 6 before 18. Ages 18 to 20: 9 in 12 months, 12 in 24 months, or 14 after turning 18. | 12 points in 12 months, or 18 in 24 months. |
| Kentucky | Under 18: 7 points in two years. | 12 points in two years, then a hearing and a possible suspension. |
| Maryland | Provisional license under 18: 5 or more points in 12 months, a 6 month suspension. | Within 2 years: 8 points, a suspension. |
| Oregon | Under 18: two offenses, a 90 day restriction; three, a six month suspension. | Within 24 months: three offenses, a 30 day night restriction; five, a 30 day suspension. |
| Utah | 20 and under: 70 or more points in three years, on Utah's scale of 35 to 80 points per violation. | 200 or more points in three years. |
Each state page lists the points every violation carries and how long they count.
